Basic Function

Individual works under the supervision of the Director-Policy Development and Research, and is responsible for data collection, analysis, research and writing on issues impacting the public transportation sector.

Duties and Responsibilities

Duties and responsibilities include, but are not limited to, the following:

  1. Planning data collection, executing data collection, and analyzing and interpreting numerical data from studies, surveys, and other sources and applying statistical methodology to provide information for policy research and statistical analysis, sources to include APTA created surveys, state, local and federal government data sources;
  2. Researching, writing and developing research briefs, issue briefs, surveys, proposals, position papers, testimony and other materials as needed by the association;
  3. Reviewing information from a wide range of sources and synthesizing that information to determine what it means for association members;
  4. Developing the knowledge base about the association’s issues to be able to converse at a high level with members and other parties outside the association; stays consistently apprised of developments in a fast-paced environment;
  5. Communicates regularly with the Director-Policy Development and Research and other staff to ensure information flow and adherence to goals, policies, budgets and timelines;
  6. Submits verbal and written reports in an accurate and timely manner as required;
  7. Demonstrated ability to think strategically;
  8. Planning and participating in policy-focused meetings of high-ranking government officials, advocates, and national experts.

Measures of Accountability

  1. Ensuring timeliness and accuracy in the preparation and production of statistical reports, surveys, and economic analyses;
  2. Ensuring that raw data from surveys is edited and inputted correctly;
  3. Ensuring accuracy in compiling and analyzing data for the periodic transit ridership, compensation, fares, wage rates, and other statistical reports;
  4. Responsiveness to APTA staff in a timely fashion;
  5. Degree of discernible mastery of assigned policy areas;
  6. Proven thought-leadership, by providing timely, well-received reports that promote the industry as well as Association;
  7. Ability to communicate effectively in verbal and written mediums.

Qualifications

Bachelor’s degree (master’s preferred) in public policy, economics, transportation policy, or a related field with one to three years’ work experience in transportation policy or public policy research and analysis. Position requires excellent interpersonal skills, including maturity, an ability to work independently and in a team setting. Proven ability to write lengthy policy reports that are both politically salient and exemplify sound policy concepts.

Must have an efficient, organized work style and an ability to prioritize quickly and confidently, while managing multiple deadlines. Familiarity with Microsoft Access and facility with STATA.
