Outsourcing: Is it in Your Future?

Similar to the manner in which procurement, material management, maintenance, and operation personnel must perform make or buy decisions on parts, the same groups of people may be faced with deciding whether to outsource for services. From maintenance activity, to procurement functions, to revenue services, there can be many factors that come into play when analyzing whether or not outsourcing makes good business sense. In addition, outsourcing may involve shared services.
Join this discussion to explore some of the critical aspects involved in making such a decision. How do you assess the business factors leading to a decision? If you decide to proceed, how do you measure and what do you monitor to assess whether it was the right decision?

The Gulf States suffered a massive disaster with Hurricane Katrina. Two years later, recovery is slow. Every part of the United States is potentially subject to some type of disaster - either natural or man-made. What can we learn from what these regional agencies have experienced? Is your agency "ready" for a disaster? What could APTA and/or its member agencies do to help? What legislative initiatives can or should we sponsor to enable agencies to more rapidly recover? While this session may not provide the answers, the idea is to stimulate a discussion on what we can or should be doing to better prepare.

FTA Bus Emissions Testing Workshop

FTA seeks to modify the Bus Testing Regulation (49 CFR Part 665) to incorporate tests for brake performance and emissions to comply with the requirements in Section 3020 of SAFETEA-LU. The purpose of the workshop is to provide the transit industry an update on the Notice of Proposed Rulemaking, introduce the draft protocol for the FTA New Model Transit Bus Emissions Test, and to solicit feedback on the draft test protocol. |
