Resolution: Katrina Relief And Recovery Funding Of Public Transportation

RESOLUTION

KATRINA RELIEF AND RECOVERY FUNDING OF PUBLIC TRANSPORTATION

Whereas, public transit agencies in the communities affected by Hurricane Katrina suffered significant damage to vehicles, infrastructure and facilities and are now struggling to provide service which is badly needed in areas ravaged by the storms; and

Whereas, in the face of demands for service, public transit agencies are working with damaged facilities and vehicles, and with little of the local tax base that normally help support their efforts; and

Whereas, the Administration's latest proposal for Katrina Relief and Recovery includes funding for the Department of Transportation's Federal Highway Administration ($2.325 billion), Federal Aviation Administration ($40.6 million), and Maritime Administration ($7.5 million) but none for DOT's Federal Transit Administration (FTA); and

Whereas, it appears that the Department of Transportation had preliminarily quantified the cost of repairing and recovering local transit systems in the affected areas at $900 million to $1.7 billion in new funding to bring these systems into good working order;

NOW THEREFORE BE IT RESOLVED, That the American Public Transportation Association strongly urges the Administration and Congress to include in Hurricane Relief and Recovery packages funding for reconstruction, repair and recovery of transit systems affected by Hurricane Katrina at no less than $1 billion, and that such funds be made available through the Federal Transit Administration on a streamlined basis with no local share requirements.
