REQUEST FOR COMMENTS ON waiver requests by Mars Electronics International and Toyocom, U.S.A., Inc.
Comments are due by close of business Thursday, October 17, 2002.
Two manufacturers of bank note handling units (BHU), which are used in ticket vending machines, have requested non-availability component waivers under the Buy America provisions. These two companies are Mars Electronics, Inc. (MEI) and Toyocom U.S.A., Inc. (Toyocom). The BHUs at issue are distinguished by their ability to return inserted bills when a transaction is not completed. Both MEI and Toyocom assert that they, along with only one other company in the world (Geiseke & Devirant of America), produce equivalent BHU equipment. Neither MEI, Toyocom, nor G&D manufacture BHUs in the U.S.
MEI specifically requests that FTA renew a non-availability waiver for BSN385/39, BNA52/54, and BNA57 model BHUs. FTA last granted a waiver for these items in July 2000, for two years. MEI asserts that there are no U.S. manufacturers of equivalent products. Please Comment.
Toyocom specifically requests that FTA grant a non-availability for its BV-6000 model BHU. Toyocom has provided supporting documentation from Genfare GFI (GFI), a manufacturer of ticket vending machines, supporting their assertion that there are no U.S. manufacturers of equivalent BHU equipment. Please Comment.
