The House Appropriations Subcommittee on Transportation, Treasury and Housing and Urban Development, the Judiciary, District of Columbia approved its Fiscal Year (FY) 2006 appropriations bill today. The bill would provide $8.482 billion for federal transit programs in FY 2006, the level authorized under the House-passed TEA 21 reauthorization bill (H.R. 3). This level represents an increase of $836 million above FY 2005 appropriations and $701 million above the President's FY 2006 budget request. The bill would also provide just over $37 billion for the highway program.
Further details on the bill will be available, but a preliminary breakdown of the transit funding is as follows:
| Federal Transit Program | Millions of Dollars |
| Total Transit Funding | 8,482.0 |
| Formula Total | 4,417.0 |
| Capital Total | 3,641.7 |
| Bus and Bus Facilities | 693.3 |
| Fixed-Guideway Modernization | 1,386.7 |
| New Starts | 1,561.7 |
| Job Access/Reverse Commute | 175.0 |
| Other Programs | 248.3 |
Reportedly, the split between funding from the Mass Transit Account of the Highway Trust Fund and the General Fund for the transit program would be 85 percent and 15 percent, respectively. The bill would also provide $550 million for Amtrak, none of which could be used to subsidize routes that lose more than $30 per passenger. The Administration had proposed no federal subsidy for Amtrak during FY 2006.
The full House Appropriations Committee is expected to mark up the bill on Tuesday, June 21. Further details will be available after the full Committee marks up the bill and files a committee report next week. APTA will provide more information as it becomes available.
