Senate Increases
TEA 21 Reauthorization Funding!

The Senate agreed to accept a comprehensive
substitute amendment, offered by Senate Environment and Public Works Chairman
Inhofe (R-OK), to TEA 21 reauthorization legislation (H.R. 3) that would incorporate
transit, highway, finance, and safety titles into the bill. The substitute amendment
would also increase funding under the bill by approximately $9.9 billion in guaranteed
funding to a level of $293.8 billion, including $53.8 billion for transit, over
six years.
The bill technically would authorize funding
for the 5-year period, FY 2005 to FY 2009, since FY 2004 has already ended. It
is not yet known how transit funding would be split between the general fund and
the trust fund, but all transit and highway funding would be guaranteed. The guaranteed
funding levels for transit in the Senate bill as amended are provided below, along
with levels from the House-passed bill:

The
Senate is expected to continue to debate H.R. 3 this week. Final passage of the
bill could come as early as this Thursday. Once the bill passes the Senate, the
House and Senate will convene a conference committee to resolve differences between
the two bills. The current TEA 21 legislation extension expires May 31.

your Senators today and urge them to vote for H.R. 3 with its $53.8 billion in
guaranteed funding for transit over 6 years! Urge them to complete
action as soon as possible so that a conference committee can do its work and
get the bill enacted into law at the earliest possible date!
