Description - One approach that the FTA utilizes in monitoring compliance with FTA Circular 4220.1F, Third Party Contracting Guidelines is the Procurement Systems Review. It is a rigorous review related to all aspects of the procurement process at an agency. This session will: 1) describe the reasons behind the need for compliance; 2) provide a description of how a Review is conducted and what are some of the most common findings reported; 3) describe how an Agency can maintain its readiness for an FTA visit; and 4) learn how an Agency can develop useful tools and checklists for their procurement organization.

This will be a panel discussion o the types of bonds typically used for vehicle procurements and service contracts, including operating services contracts. Levels of bonds and selecting the correct bonding level. Finally, the issue of what happens in the event of a default will be covered.

This will be a joint session with the participants of the Bus Technical Workshop. It will be cover the presentations given in San Diego by LACMTA but will be a “practical” session. There will be exercises using ATLP and Explicit Factors (numbers). A brief discussion will also cover “Best Value.” The exercises can either focus on developing evaluation criteria and/or on how to perform an evaluation.
