A Multimodal Tour of the Indomitable City

In keeping with over a decade of tradition, a signature multimodal tour of Sacramento, the Indomitable City, is being offered prior to the workshop. The one-day guided tour includes Sacramento’s light rail trains, buses and multimodal transit centers operated by Sacramento Regional Transit District (RT), plus intercity bus and train connections to and from the Bay Area, a modern trans-bay ferry, and brunch aboard a riverboat that once linked the two cities. RT representatives will accompany the tour to answer questions and share valuable “lessons learned.”

Host Session I: SFMTA

The session, hosted by SFMTA, will focus on the challenges of comprehensive  transportation management in one of the densest cities in the United States.  San Francisco is the largest city in the United States that has all major transportation elements (transit, streets, parking, parking lots and garages, taxis) under the management of one city agency.  In addition to a general overview of SFMTA and the role it performs in San Francisco, speakers will cover projects that have recently been implemented, or that will come online in the near future, including the new Transportation Management Center, and an update on the use of All-Door Boarding on the San Francisco Municipal Railway (MUNI).

Host Session II: SamTrans-CalTrain

 

The San Mateo County Transit District is busy re-inventing itself on several fronts. The consolidated agency serves three separate agencies -- SamTrans, Caltrain and the San Mateo County Transportation Authority. With three separate boards of directors and three separate budgets, many of the District's employees are engaged in the challenging task of redefining the role public transportation will play in the region's future. As one of its core responsibilities, the District provides administrative staff to Caltrain, which is straining under the weight of record ridership and revenues and a tenuous funding status. As a result of state High/Speed rail funding commitments for early investments in corridor modernization, Caltrain now has the full funding necessary to install an advanced signal system and implement electrification.  At the same time, the agency is reinventing its bus system to meet the changing needs of the region's anticipated job and population growth. To do that, the District engaged in a two-year public process to develop a plan that will address the next generation of Peninsula bus service. Caltrain and SamTrans executives will discuss the challenges that come with implementing these complex proposals and how Caltrain and SamTrans expect to meet these challenges.

Transit Systems Map Display and Contest

All attendees are encouraged to submit a hardcopy map from their current employer.  Attendees affiliated with consultant firms or attending on their own should submit a map from the city or town where they reside.  Maps must be submitted by the end of the last session on Monday, July 29. The maps will be mounted and displayed all day on Tuesday. During the day conference attendees will evaluate and select the best examples, which will be recognized in the closing session on Wednesday.

Incorporating Title VI into Modern Service Planning

 

The FTA’s Title VI circular released last fall has significantly impacted how transit agencies plan and implement major service changes, and review the effects of these changes on minority and low-income populations. This session will address how four different transit systems have incorporated the new requirements into their work, adopted definitions to determine major service changes and disparate impact thresholds, and conducted service equity analyses while still maintaining their ability to plan a transit network that best meets the transportation needs of all users.

Balancing Capacity and Demand

Even with some recent improvements in funding, transit agencies still operate in an environment of scarce resources. This applies to dollars available to operate bus service, and in some cases street and sidewalk space is a scarce resource requiring reallocation of service. Service Planning for Special Events, Natural Disasters and Service Disruptions 

The mettle of a transit agency's capabilities is never so thoroughly tested as when it faces a natural disaster or large special event. Both situations put extraordinary pressure on employees, rolling stock, and infrastructure to cope with abnormally high volumes of passengers under rapidly changing, often unpredictable conditions. At the same time, the routine challenges of keeping passengers informed are exacerbated under circumstances where service plans and schedules are changing on the fly. In this session, practitioners from agencies that have coped with such circumstances will describe their experiences and the “lessons learned” that will help other transit operators understand how best to prepare their systems for the unexpected.

Innovations in Vehicle Service Planning and Scheduling

As transit agencies recover from the recession, they continue to look for ways to deliver existing service more efficiently. Agencies are innovating in their scheduling to deliver service more efficiently at lower cost or to deliver more service at the same cost—or perhaps they need to closely evaluate new coach purchase to determine whether a new coach type is needed. Some are starting with establishing baselines, others with setting up effectiveness standards. This session will focus on establishing schedule running times and evaluating coach life-cycle costs that reflect reality on the street and result in more reliable and effective service to the public.

Technical Tours

 

2013 APTA Multimodal Operations Conference – San Francisco

Technical Tours Summary

 

1)      Cable Car Carpentry Shop / Cable Car Barn & Museum (2 group - 20 or less each)

This tour will visit two facilities: the large carpentry shop and the cable car barn and museum.  The carpentry shop will show how cable car bodies are maintained, repaired and rebuilt.  It is a step back 100 years to show how transit vehicles used to be crafted and maintained.  The cable car barn will cover how the system operates on the hills of San Francisco by showing the cable winding machinery, cable splicing tools, and other unique equipment.  The tour will also show a presentation of how gripmen and brakemen operate the cars when in service.  Over a century ago many cities operated similar systems until they were replaced by electric streetcars.  Now, because the cable car system in San Francisco is the last of its type, this is a tour unlike any other offered by any APTA member.

 

2)      Transportation Management Center (1 group – 4-8 only)

This tour will visit the SFMTA Transit Line Management Center located at SFMTA headquarters at 1 South Van Ness Avenue, and the Transportation Management Center which is under construction across the street at 1455 Market Street. The focus of this tour will be on the new technology available to supervisors to assist with management of all modes that are under the umbrella of the SFMTA. Due to construction and liability issues, this group must be limited to a very small size.

 

 

3)      Central Subway Construction Project (2 groups 10 or less each)

This tour will combine a brief presentation of the Central Subway construction project with an actual tour of a portion of the construction site.  The Central Subway is a $1.6 billion project to extend the light-rail T-Line 1.7 miles from the Caltrain Station at 4th and King Streets northwest along 4th Street into a subway under Market Street past Union Square to a terminal located at the boundary between the Chinatown and North Beach neighborhoods. The extension will have four new stations and is generally aligned with the 30-Stockton surface trolley-coach transit service.  Two new tunnel machines, named “Big Alma” and “Mom Chung” recently arrived in San Francisco to initiate the next phase of this project that is scheduled to open for service in 2018.

 

Attendees on this tour must abide by the following safety rules: 1) sign a visitor release of liability, 2) wear proper attire (hard-soled shoes with closed toes and long pants), 3) attend a safety training presentation, 4) follow all instructions given by the Central Subway representative. Please dress appropriately and expect that you will get dirty on this tour.  

 

4)      All Door Boarding – One Year Later (2 groups 20 or less each)

This tour will start with a brief presentation to summarize “all-door boarding” concepts and issues, and review performance during the past year since implementation began in summer 2012.   It will then move into the field to show how all-door boarding is implemented and enforced on rail service and on bus service. The tour leaders will show how the SFMTA has proceeded to implement this project and address issues as they arose to keep project performance at a high level.  

 

5)      SamTrans North Base Bus Division & Hands On Simulator Experience (1 group of 25 or less)

This tour will start with an overview of the technological advances SamTrans Operations team is implementing to improve training, communications and equipment maintenance. Participants will have an opportunity to operate a virtual SamTrans bus via simulator. Tour leaders will discuss onboard communications improvements and some of the equipment improvements currently under way.  Participants will have an opportunity to discuss some of the challenges in upgrading to the new equipment. 

Self-Guiding Tours

Additionally self-guiding tours are being developed to allow Sustainability Conference and Multimodal Operations Conference attendees to experience the diversity of transit modes (heavy rail, light rail, historic streetcar, cable car, diesel bus, diesel hybrid bus, electric trolley bus), and other modes of transport (walk, bike, ferry) that are in use in San Francisco.
