Transit Board Members Committee Meeting & Election of Officers

You are welcome to attend this meeting, one of three convened each year: during this July seminar, in conjunction with the APTA Annual Meeting in September/October, and the Legislative Conference in March.  The election of committee officers will be held at this meeting.  According to the committee bylaws, candidates must submit a letter of intent and a letter of support from their board chair (unless they chair their board) to APTA 30 days prior to the election.  The chair, vice chair, secretary, and representatives for regions III and IV, V, and VII are open.

Workshop – The Board's Selection of the CEO, Part 1
"Superheros!" Determining the Qualities Needed and Hiring a New CEO
How the board makes its assessment and sets its priorities

Each board determines where in the organization's cycle its needs are as they relate to a new top executive. The board assesses the current political and capital situations and the health and needs of the agency; deliberates about the skills and qualities a new CEO will ideally bring; and sets priorities.  While it's easy to design needs that only a superman or superwoman could meet, the board will tend to set high standards for a CEO with evidence of vision and strategic thinking, team leadership and communication skills, knowledge of technology and good business practices, customer orientation, and more.  You will hear from board members who have recently hired a new CEO about their hiring process and participate in discussions organized by system size:  small systems (100 or fewer buses); medium (101–500 buses); and large/multi–modal systems (over 500 buses and/or more than one mode).

"Onboarding" and Goal Setting with Your New CEO
Beginning a new era at your agency

The board will want to plan how the new CEO is introduced to community leaders and elected officials – "onboarding."  The board will discuss the challenges and help the CEO to set leadership goals relating to the the organization's priorities; allocation of time; relationship with the board, staff, and the community; and performance of the transit system.  As well, strategic planning and long–term system growth will be balanced with shorter–term financial and managerial leadership. One new CEO began work at the transit system with a survey of employees to help determine the top five things they thought he should accomplish. A good listener. This continuation of the workshop on selecting the CEO will also feature breakout discussions by system size.

New institutional models with a 'customer–first' focus

Communication is often the most important and most difficult aspect of any new effort. Attend this session to learn from trial and error and hear best practices to develop your unique local or regional business model for expanding or creating services, including financial factors and an understanding of the market.

Capital Metro Field Visit

You are invited to visit the Crestview Station Transit Oriented Development (TOD). Board members will leave the hotel via a Capital Metro bus at 2 p.m. heading for Downtown Rail Station.  At 2:15, Metro Rail leaves the station for Midtown Commons TOD with its live/work spaces - retail spaces where shop owners live upstairs.  The developer, Trammel Crow Company, will show both spaces. There is also a community-owned brew pub owned by 400 people who each contributed about $100; it is on the busiest bus route which next year will become a Bus Rapid Transit (BRT) route and it's on a commuter rail line as well.  A bus will take the board members to the reception.

Capital Metro is offering a reception at Stubb's Bar-B-Q. Buses will transport registrants from the reception to the hotel.

Effective Procurement Policies and Strategic   Financial Decisions:
Optimizing Your Agency’s Effectiveness* 
Building business acumen through best practices

This need–to–know session for board members will focus on optimizing the procurement function at your agency and the role that the procurement process can play in making strategic financial decisions. Starting with how to craft effective procurement policies, how the support of the board results in effective agency procurements, and how fair procurements and open communication among procurement participants facilitate appropriate pricing, this session will examine how transit agencies have used the procurement process to change the way they did business and helped them achieve major agency objectives.  Find out how the procurement process can help agencies meet their strategic goals and financial targets, and how effective public–private partnerships can help cut costs.

There is no additional fee for this National Transit Institute course.
