More than 440 people at more than 200 remote sites participated in the April 1 webinar on the Federal Transit Administration’s new Charter Service regulation hosted by APTA and the Community Transportation Association of America in Washington.
Elizabeth Martineau, attorney/advisor to FTA, and Crystal Frederick, FTA ombudsman, joined APTA President William W. Millar, CTAA Executive Director Dale Marsico, and Dan Duff of Thompson Coburn LLP to explore the new regulation, which becomes effective April 30, and discuss its application to various scenarios.
Under the final rule, the term “charter service” refers to transportation provided by a recipient at the request of a third party for the exclusive use of a bus or van for a negotiated price, or transportation provided by a recipient to the public for events or functions that occur on an irregular basis or for a limited duration, with a premium fare greater than the usual or customary fixed route fare, or paid for in whole or in part by a third party.
