After 15 years of operation, King County Metro Transit in Seattle, Washington, had to close a 1.3 mile-long tunnel so it could be retrofitted for light rail. The closure caused changes to 118 bus routes, affecting 60 percent of daily riders. Not wanting to frustrate or lose riders, the agency swung into action with high-visibility tactics. Over 90% of downtown users surveyed said they knew about their changes in advance.
