Description: This EO directs all departments and agencies to terminate all DEI and DEIA-focused preferences, mandates, policies, programs, activities, guidance, regulations, enforcement actions, consent orders, and requirements. It revokes five executive orders from 1965, 1994, 2011, 2014, and 2016 focused on the promotion of diversity and equal employment opportunities. The Office of Federal Contract Compliance Programs (OFCCP) is directed to cease promoting diversity, holding federal contractors and subcontractors responsible for affirmative action, and allowing workforce balancing based on certain categories. Further, the US Attorney General in consultation with the heads of federal agencies in coordination with the Office of Management and Budget must submit a report identifying: key sectors of concern within each agency’s jurisdiction, the most egregious and discriminatory DEI practitioners in each sector of concern, and recommendations for enforcement in the private sector. As part of the plan, each agency is required to identify up to nine civil compliance investigations of publicly traded corporations, large non-profit corporations or associations, foundations with assets of $500 million or more, state and local bar and medical associations, and institutions of higher education with endowments over $1 billion.
