 Action Alert-House Surface Transportation Bill Includes Changes to Transit Capital Program Matching Funds


The Surface Transportation Reauthorization and Reform Act of 2015 (STRRA) contains language which would lower the federal share for new starts projects from a maximum of 80 percent to a maximum of 50 percent. 
Additionally, the bill contains language which would limit the use of other DOT program funds such as surface transportation program (STP), Congestion Mitigation and Air Quality Improvement Program (CMAQ), or TIGER grant funds to be used as the local share of both new starts and state of good repair projects.


Congressman Dan Lipinski (D-IL) and Congressman Jerrold Nadler (D-NY) have filed two amendments to be considered during the markup tomorrow which would address both of these issues. 

We ask that you call your House delegations and explain the importance of preserving both the 80 percent federal share for new starts programs and the flexibility to use other DOT monies as the local share for new starts and state of good repair projects, and ask that they support the Lipinski/Nadler amendments as well as ongoing efforts by others on the Committee who are actively trying to fix these issues.
