APTA's Transit Board Members & Board Support Seminar is offered exclusively to governing board members and  administrative support staff for boards and commissions of APTA-member public transportation systems. The seminar, hosted by VIA Metropolitan Transit, is scheduled for April 30 - May 3, 2016, at the Hilton Palacio Del Rio, 200 S. Alamo Street, San Antonio, TX.

NOTE: The Board Support Seminar has been approved for 1 CMC Experience or 1 MMC Professional Contribution point per educational day for a possible 4 points by the International Institute of Municipal Clerks (IIMC).

Advocacy Guidelines Task Force*​  

Join us for a listening session open to all attendees. Its mission is to craft an adaptive legislative position that shifts and adjusts as circumstances change, as well as an APTA policy on actions taken or not taken when there are members in the association who have expressed significant opposition to a given position. This would apply even in cases where parties had consensus and then later decided to take an opposing position.

Lions, Tigers, and Bears, Oh APTA!

It’s everywhere! We work with issues, and deal with boards, employees and committees that sometimes make us uncomfortable. The real truth is that ethical issues can make our lives miserable and negatively impact our communities if we don’t know the most effective ways to deal with them. In this "so real and lively" session, participants will learn: 

- How to keep calm when tempers start to flare

- How you can dramatically turn an irritable person into a pleasant one –with a click of your heels

- How to de-escalate any disagreement

- How to decline someone's request in such a way that minimizes conflict

- How to maintain integrity, honesty, and morals.

  • Marche Fleming-Randle, Ph.D. 

Dr. Marché Fleming-Randle is the assistant to the president for diversity at Wichita State University. She is also an Ethnic Studies/Women Studies professor. Dr. Fleming-Randle has also received a number of awards and honors. She was the recipient of the Excellence in Teaching Award at Upper Iowa University 2004, and in 2005 she was named Who’s Who Among America’s Teachers. She was recognized with the Office of Multicultural Affairs 2010 Phenomenal Woman Award and TRIO Disability Support Services 2010 Lighthouse Award for Faculty of the Year. She was selected as a 2012-2013 Leadership Academy Fellow for WSU. In 2013, the Office of Multicultural Affairs recognized her with its Unity Award, given because of her ongoing support to OMA and commitment to diversity at WSU. She is also a member of Alpha Kappa Alpha Sorority Inc.

Information Session: APTA Task Force on Member Collaboration

Business members, board members, and transit CEOs engage in association improvements, outreach, and partnerships​

APTA's Chair has appointed a task force to identify ways to (1) enhance internal partnerships and collaboration among three key membership groups -- transit agency CEOs and board members, and the Business Member Board of Governors (BMBG) -- and (2) between APTA and key external organizations with shared program and policy interests, such as  the U.S. Conference of Mayors, National League of Cities, and National Association of Regional Councils, developing memorandums of understanding and collaborative activities such as joint involvement at meetings and study. The internal focus is on (1) alignment on priorities and initiatives including enhanced communications and collaborative efforts; (2) alignment of all in advancing APTA's 2015-2019 Strategic Plan as a component of committee work plans; (3) evaluation of the expectations for staff support and resources; (4) engagement of the Executive Committee, board, and staff to ensure respect and transparency; and (5) review of APTA's delivery of member services and association culture to best understand the variability of constituent needs.
 
The task force is co-chaired by APTA leaders representing the three groups in this initiative: Patrick Scully, BMBG chair and member of APTA's Executive Committee, Ann August, former transit CEO, and David Stackrow, Transit Board Members Committee Ccir and member of APTA's Board of Directors. 
 
The purpose of this session is to expand on the background and work activities for the Task Force, and to report on its findings and recommendations.

Managing Public Records with or without Resources

Efficient, enterprise-wide records and information management is an integral component of any well managed governmental entity. Records and information are a vital asset of a governmental entity, and in order to ensure transparency, public trust must be managed. However, the reality is that very few organizations have dedicated staff or resources devoted to records management functions. Those organizations that have dedicated resources rarely have all of the resources needed. How does an organization incorporate records management requirements and best practices into its culture, given the reality that records management is rarely funded?   

This presentation is designed to cover how to implement records management in a real-world environment with or without resources. It will cover a wide range of topics including basic records management principles, best practices, developing a program, leveraging existing resources, and managing electronic records.

APTA conference attendees will experience transit and sites in San Antonio – via VIA’s transit system on a planned tour. The tour will start with lunch at VIA’s brand new Centro Plaza, a bold architectural statement transit plaza that extends over a full city block, adjacent to The Grand - the historic 1907 International & Great Northern (I&GN) transportation terminal, and home of VIA’s executive offices and the cornerstone structure of the local Cattleman Square Historic District. Both venues, known as VIA Villa, have been created to provide the necessary station location for daily transit service and future multi-modal transit, as well as a catalyst for transit supportive development. You’ll also take a ride on VIA Primo, VIA’s Bus Rapid Transit system that connects the South Texas Medical Center to the City’s central business district, and learn about new technology that is enhancing the customer’s experience.

San Antonio is in the midst of an economic boom with small scale neighborhood commercial and new downtown housing on the forefront of construction starts. Additional venues on the tour will include a small scale historic African-American enclave located at VIA’s downtown Park & Ride site, and a ride through a commercial corridor that serves the historic King William district.  The tour will end at the location of San Antonio’s newest and most successful mixed-use development - The Pearl.  This class-A redevelopment of the former Pearl Brewery hosts a variety of shops, restaurants and the stunning and nostalgic Hotel Emma.  For those who prefer to end the tour with yet another means of transportation, a barge ride back to the host hotel - exploring the new Museum Reach section of the San Antonio River, in addition to the iconic downtown Riverbend - awaits you! ​

 Challenges in Leading Safety Risk in a Transit Organization, the Board’s New Role and Responsibilities

MAP-21 created sweeping changes for the transit industry not seen in the last 25 years and mandates major Safety and Asset Management regulations, including putting the safety for Bus operations under federal authority. Transit boards will now be accountable for the safety effort of their organization in specific terms of performance. This session will focus on the core roles and responsibilities for board members created by this new legislation. Are you adequately prepared for these responsibilities at your organizations?​
