With 1,700 members, representing more than 90 percent public of transit riders, APTA is the primary advocate for the public transportation industry.

APTA works directly with Congress, the White House, and Federal Agencies on a wide range of legislative and regulatory matters impacting public transportation and passenger rail. Partnering with interest groups and coalitions, APTA has built strong relationships with key partners to yield positive results for public transportation.  APTA’s policies for federal legislative and regulatory issues are developed by a wide cross-section of our membership and represent the consensus of the transit industry.

Through active involvement with all stakeholders, APTA is committed to ensuring public transportation has the support it needs to keep America moving.

APTA Surface Transportation Authorization Recommendations and Related Resources

In February 2026, APTA unveiled Board-approved, APTA Surface Transportation Authorization Recommendations, urging Congress and the Administration to build upon current public transit and passenger rail investments by providing $138 billion for public transit and $130 billion for passenger rail over the next five years.

Recommendations

APTA’s Surface Transportation Authorization Recommendations were developed with input from APTA members to outline investment and policy priorities for public transit and passenger rail. These recommendations are intended to guide the next surface transportation legislation that will succeed the Infrastructure Investment and Jobs Act (IIJA) when it expires September, 2026.
