FRA proposes amending its regulation on Training, Qualification, and Oversight for Safety-Related Railroad Employees (Training Rule) to codify agency guidance and clarify existing requirements including providing certainty as to how FRA will apply the requirements of part 243 in the future by converting existing guidance applicable to part 243 into regulatory text and adopting specific regulatory text changes so as to facilitate compliance with the Training Rule.
