A January 20 Presidential Memorandum​ directed the heads of all Executive Branch agencies to postpone for 60 days the implementation date of any final regulations published in the Federal Register that had not yet taken effect.

As a result, the Federal Transit Administration (FTA) today announced in the Federal Register that this memorandum applies to two recently finalized FTA guidance documents. Accordingly, FTA has postponed the implementation dates for the following two guidance documents:

Award Management Requirements – Final Circular (82 FR 4455, Jan. 13, 2017)

These requirements are intended to assist recipients in administering FTA-funded projects and in meeting award responsibilities and reporting requirements. Recipients have a responsibility to comply with regulatory requirements and to be aware of all pertinent material to assist in the management of federally assisted awards.  The original effective date of February 13, 2017 has been postponed to March 21, 2017.

Buy America Handbook – Conducting Pre-Award and Post-Delivery Audits of Rolling Stock Procurements (82 FR 4959, Jan. 17, 2017)

The purpose of this handbook is to assist recipients, auditors, rolling stock manufacturers, and subcontractors and suppliers in understanding and correctly applying FTA’s pre-award and post-delivery audit requirements for rolling stock vehicle purchases. The original effective date of February 16, 2017 has been postponed to March 21, 2017.
