As the largest public-private partnership of its kind between the rail industry and all levels of government, the CREATE Program’s mission is to construct critically needed infrastructure improvements to Chicago’s railroad network.

To accomplish this, the CREATE partners must successfully advocate and secure funding commitments from public sources as well as the private freight railroad industry. The CREATE Program comprises a suite of 70 inter-related capital infrastructure projects throughout the Chicago region with benefits that are both nationally and regionally significant.

The CREATE Program’s purpose is to increase the efficiency, capacity and safety of the region’s railroad infrastructure by focusing rail traffic growth on four primary corridors that will be improved to better handle both passenger and freight traffic.
