Monterey Salinas Transit revamped their performance evaluation form for administrative staff who are meeting job expectations. It now focuses on giving employees a formalized way to talk about their interests and goals, aligning those goals with department objectives, and then discussing what kind of training interests them.

To supplement the change, the agency started developing training opportunities to align with its employees’ personal goals, and it increased its budget to allow more people to have networking and training opportunities at conferences. The result has been a cultural shift at the agency.
