REQUEST FOR INDUSTRY FEEDBACK
METRO BLUE LINE LIGHT RAIL EXTENSION
The Metropolitan Council is evaluating packaging and delivery method strategies for the METRO Blue Line Extension light rail transit project. The Request for Industry Feedback (RFIF) is a request for the construction industry to provide input on the potential packaging and delivery method strategies described in the RFIF and to inform the construction industry of the potential procurement opportunities with the Met Council in the future.
The Project will extend the existing METRO Blue Line light rail from Target Field Station northwest to Brooklyn Park and connect communities in the corridor. The Project is 13.4-miles long, connecting downtown Minneapolis to the communities of North Minneapolis, Robbinsdale, Crystal, and Brooklyn Park. The Project is a critical connection in the highly traveled northwest area of the Twin Cities and includes connections to Minneapolis-Saint Paul International Airport and the Mall of America. The Met Council recognizes the need to ascertain market interest and understand industry perceived risks in the potential project packages and delivery methods prior to confirming a packaging and delivery method strategy for the Project. The goals of the Met Council’s industry outreach initiative are to:
- Spread awareness and share updated project information to those in the contracting community who may be interested in working on the Project and encourage participation of qualified contractors;
- Seek input from the industry as it relates to Project risks, which can help prioritize the Met Council’s pre-construction planning activities;
- Seek input from the industry on the proposed packaging strategies for the Project, which can offer the Met Council insight into market interest, potential challenges with the Met Council’s proposed strategies, identify other packaging strategies that the Met Council has not yet considered, or confirm which packaging strategy is most preferred: and
- Seek input on the Met Council’s proposed delivery methods for the Project to gauge interest of qualified contractors in participating in upcoming
The Met Council will seek industry feedback and perform industry outreach through three steps: 1) written responses to the RFIF, 2) industry informational session, and 3) one-on-one meetings with eligible Contractors. These three steps are further described within the RFIF. The Project is currently performing an environmental assessment and has issued the Supplemental Draft Environmental Impact Statement (SDEIS) and will be seeking Municipal Consent from local communities along the alignment. The RFIF is not a solicitation for construction bids.
