INVITATION FOR BID (IFB) NO. 25-795
BODY REPAIR AND PAINTING SERVICES FOR TRANSIT BUSES AND HEAVY-DUTY VEHICLES AND EQUIPMENT FOR NORWALK TRANSIT SYSTEM (NTS)
NOTICE IS HEREBY GIVEN that the City of Norwalk, (“City”) a municipal government, invites Bids from qualified and experienced firms (“Bidders”) for Body Repair and Painting Services for Transit Buses and Heavy-Duty Vehicles and Equipment for Norwalk Transit System (NTS), a department of the City. Bids are to be submitted via electronic submission through the City of Norwalk’s PlanetBids (PB) online bid portal site and will only receive such Bids until 11:00 a.m. PDT on Monday, August 4, 2025 to be eligible for this Invitation for Bid (“IFB”). Mailed, emailed, faxed, or hand delivered Bids will NOT be accepted.
INSTRUCTIONS: Bidders must be registered as a Vendor with the City of Norwalk on the City of Norwalk PlanetBids bid portal to access all solicitation documents related to this IFB. Registration is free and immediate. Instructions to register are provided on the City’s website at: https://www.norwalk.org/planetbids.

There will be no pre-bid conference.
All questions or requests for interpretation regarding this solicitation must be submitted through the Q&A section of the City of Norwalk PlanetBids online bid portal. The cut-off for the submission of questions or deviations shall be by 5:00 p.m. PDT on Thursday, July 10, 2025. Bidders are not to contact City personnel with questions or clarifications concerning this IFB. Any City response relevant to this IFB provided through any means other than the City’s online bid portal is unauthorized and will be considered invalid. All questions received will be responded to via the online bid portal by Monday, July 21, 2025.
The City hereby notifies all Offerors that the City will affirmatively ensure that Disadvantaged Business Enterprises are afforded full opportunity to participate in the performance of contracts and sub-contracts financed in part or in whole with funds provided under this IFB and will not be discriminated against on the grounds of race, color, gender, age, or national origin in consideration for an award.

Siemens Mobility, Inc. Rolling Stock – Seeking Qualified DBE & Small Business Firms for Supplies & Services
The Siemens Mobility, Inc. Rolling Stock factory in Sacramento, CA is seeking qualified Disadvantaged Business Enterprises (DBEs) and Small Businesses that are able to supply goods and services in the area of railcar manufacturing. This can include but is not limited to: car body assemblies and components, interior and exterior illumination components, windows, windscreens, seats, interior paneling, luggage racks, handrails, flooring, traction electric components, wheel sets, diesel and cooling systems, cabling, high and low voltage electrical cabinets, fire detectors, fire extinguishers, smoke detectors, passenger information system and infotainment, destination signs, HVAC units, door components, brake systems, vehicle control systems, mechanical and electrical connecting parts, hardware, shipping supplies, MRO supplies, logistics, decal and vehicle wrapping, and technical services.

In accordance with the regulations of the U.S. Department of Transportation, 49 CFR Part 26, Siemens Mobility, Inc. Rolling Stock, hereby proposes an overall goal of 9.46 percent for Disadvantaged Business Enterprise (DBE) participation in contracting opportunities during Fiscal Year 2026 (October 2025 – September 2026).
