NOTICE TO PROPOSERS
PLEASE TAKE NOTICE that proposals for CDTA-FAC-229-2000 Charge Management Infrastructure System are due no later than 1:00PM on February 7, 2025. Proposals should be addressed to Stacy Sansky, Director of Procurement, Capital District Transportation Authority, 110 Watervliet Avenue, Albany, New York 12206. Each proposal must be prepared and submitted in accordance with the proposal instructions.
There will be a preproposal conference on December 17, 2024 at 9:00AM. The conference will be held at CDTA 110 Watervliet Ave Albany, NY 12206 and may include a site walkthrough of the garage and maintenance areas. It is strongly recommended that Contractors participate in this conference.
First and second round questions regarding this Request for Proposals are to be submitted IN WRITING to Stacy Sansky, Director of Procurement (sdsansky@cdta.org or via mailing address listed above) NO LATER than the dates listed in the key milestone dates table in Schedule B of this RFP.
It is the intention of CDTA to negotiate for a contract based upon proposals it receives, but CDTA reserves the right to reject any and all proposals.
The Authority hereby notifies all potential service providers that disadvantaged, minority and women-owned business enterprises will be afforded full opportunity to submit proposals in response to this notice and there will be no discrimination on the basis of race, creed, color, sex, national origin, disability or marital status in the award of the contract or any subcontract.
PROHIBITIONS ON PROCUREMENT LOBBYING: Pursuant to State Finance Law §§139-j and 139-k, this solicitation includes and imposes certain restrictions on communications between CDTA and an Offeror/bidder during the procurement process. An Offeror/bidder is restricted from making contacts to influence the procurement process, except as provided in the procurement process (i.e., proposal submissions and interviews, where requested by CDTA) from the earliest notice of intent to solicit offers/bids through final award and approval of the Procurement Contract by CDTA (“restricted period”). Contacts must be made only by your designated staff unless a specific exception applies. CDTA employees are required to obtain certain information when contacted during the restricted period for purposed designed to influence the procurement process, and make a determination of the responsibility that could result in rejection for contract award or even more serious consequences.

SOUTH FLORIDA COASTAL LINK SEEKS OPERATING AGENCY: RFI ISSUED
Broward County Transit (BCT) and the Miami-Dade Department of Transportation and Public Works (DTPW) are seeking a qualified firm to serve as the Operating Agency for the transformative South Florida Coastal Link commuter rail project.
The Coastal Link will operate on the Florida East Coast Railway corridor, and will deliver a reliable, efficient, and environmentally conscious transit option. BCT partnered with Miami-Dade DTPW to issue a Request for information (RFI), to assess firms interested in undertaking key operational responsibilities, including rail operations, fleet maintenance, and customer service.
The jointly issued RFI seeks responses from firms with expertise in rail operations, fleet maintenance, and exceptional customer service. The Coastal Link is part of BCT’s broader Premium Mobility (PREMO) program to modernize and expand South Florida’s transit system with an emphasis on broadening connectivity throughout Broward County.

LEGAL NOTICE REQUEST FOR PROPOSALS FOR ELECTRIC BUS HEAVY DUTY CHARGING EQUIPMENT
The State of Connecticut Department of Transportation (“CTDOT”) is seeking proposals for a contractor to provide Electric Bus Heavy Duty Charging Equipment in accordance with the Request for Proposal’s scope of work. Parties interested in providing these services must have a proven record of delivering excellent transit service, customer service and maintenance of capital assets including vehicles and facilities.
The services provided shall be in accordance with the policies, standards, and procedures established by CTDOT, the U.S. Department of Transportation regulations, and the State of Connecticut General Statutes and Regulations.
The Request for Proposal documents, including instructions to submit your proposal, will be available on Thursday, November 21, 2024 on the CTSource Bid Board web site at https://portal.ct.gov/DAS/CTSource/BidBoard and search for solicitation #26481.
Potential proposers must submit a letter or email of intent to propose, which must be either postmarked by, or, if hand delivered, received at the CTDOT Security Desk at CTDOT Headquarters by 2:00 p.m. (Eastern Time) Wednesday, December 4, 2024.
A mandatory Pre-proposal Conference is scheduled for Wednesday, December 18, 2024 at 3:00 p.m. (Eastern Time). virtual via Microsoft Teams. Attendance is mandatory for prospective proposers.
Five (5) copies of each proposal as well as an electronic copy are required and must be either postmarked by, or, if hand delivered, received by 2:00 p.m. (Eastern Time) Friday, March 14, 2025. Mailed copies are to be sent to State of Connecticut Department of Transportation, Attention: Rahmane Camara, Office of Transit & Ridesharing, P.O. Box 317546, Newington, CT 06131-7546. Proposals received after this time and date will be returned unopened. Hand-delivered copies are to be delivered to the Security Desk at CTDOT Headquarters, 2800 Berlin Turnpike, Newington, Connecticut.
CTDOT anticipates notifying the responsive parties of award by Friday, May 23, 2025.
CTDOT will execute an Agreement with the successful proposer. The initial Agreement period will be for two (2) years, with the possibility of one time two (2) year extension exercisable by CTDOT solely in its discretion, for a potential maximum term of four (4) years.
Please be advised that no Disadvantaged Business Enterprise (DBE) or Small Business Enterprise (SBE) goals have been assigned for these projects. If a responding firm determines that subcontracting opportunities exist, the firm must document their good faith effort to provide opportunities to DBE and/or SBE firms to participate. All firms are advised that the contractor must perform a major part of the work with employees of the firm. Joint venturing assignments will not be allowed.
All firms/entities are advised that one copy of OPM Form 1, State of Connecticut “Campaign Contribution Certification”, must be completed and should be submitted with your proposal package for those contracts having an anticipated total value to the State of more than fifty thousand ($50,000) in a calendar or fiscal year. CTDOT will not shortlist or select a prospective firm/entity without this affidavit(s). Central County Transportation Authority seeks proposals from qualified firms for an On-Demand Services Study. CCTA seeks consultation on combining paratransit, countywide on-demand transportation, and microtransit under a single contract in Kalamazoo County, Michigan. The New Hampshire Department of Transportation (NHDOT) is seeking proposals from qualified firms to provide Rural Transportation Assistance Program (RTAP) consultant services to assist in the design and implementation of training, technical assistance, research, and other related support services tailored to meet the needs of NH’s rural transit providers. The resulting contract from this RFP is anticipated to be effective July 1, 2025, through June 30, 2030, with an extension of up to five years possible.
