EXECUTIVE DIRECTOR

The Position
The Executive Director oversees the administration of Delaware County Transit (DCT) and directs highly complex activities with a broad scope. The Director has considerable authority to make and implement decisions with a direct and significant impact on the economy, public transit services, and funding in Delaware County. The Director is responsible for managing the budget, operations, and strategic plan as well as recommending Board approval of contracts with other organizations.

Qualifications
Minimum requirements are a bachelor’s degree and seven to ten years of professional experience in a public or private transit agency or similar public or private organization.

Preferred requirements include supervision/management in a public transit organization with experience overseeing state and federal grants. Experience in long-term financial planning, budget development, and oversight, operations, engaging with staff at all levels, and developing a management team. The ability to work effectively with city, county, and community partners, as well as experience in implementing strategic priorities and leveraging technology to meet customer needs.

Compensation and Benefits
The expected hiring range is $110,000 – $140,000, depending on qualifications, with an excellent benefits package. DCT participates in the Ohio Public Employees Retirement System (OPERS) with an organizational contribution of 14%. Residency within the County is not required.

PROJECT AND BUDGET ANALYST – SYSTEMS TECHNOLOGY SERVICES

Port Authority is seeking a Project And Budget Analyst -Systems Technology Services to coordinate procurement and management of technology services along with associated invoicing and budgeting.  Work with internal customers to write specification documents, manage timelines for procurement processes (Bids and RFPs), track deliveries and process invoices.  Work extensively with both Finance and Procurement personnel on managing budgets and procurements.  Coordinate people and processes to ensure that projects are delivered on time and produce the desired results.  Provide organization, timeline & deadline management, task coordination, and progress reporting toward successful and timely completion of projects.

Essential Functions:  

  • Manage purchasing processes for information technology services and equipment, including RFPs, RFQs, Bids, work orders, and invoices; ensuring adherence to all federal and state procurement regulations and Port Authority processes.
  • Lead tracking and timeline of information technology bid and service renewals, ensuring that bids and RFP’s are prepared and released in a timely manner.
  • Track budgets for technology lines of business and provide recommendations for future budget adjustments and requests.
  • With stakeholders, establish purchasing and project definition including specifications, scope, schedule, tasks, and costs.

Job requirements include: 

  • BA/BS Degree in Business Administration, Finance, Information Technology, Computer Science, Data Analytics, or directly related field from an accredited school. Directly related experience may substitute for education on a year-for-year basis.
  • Strong analytical and problem solving skills.
  • Highly effective and professional communication skills with a customer-centric mindset.
  • Excellent writing skills.
  • Minimum 2 years of experience writing Bid and RFP specifications, preferably with technology-centric requirements.

A. Direct the planning, implementation and delivery of safe efficient fixed-route bus, on demand microtransit, paratransit, NEMT and other transportation services:

The newly created Virginia Passenger Rail Authority (VPRA), responsible for expanding passenger and commuter rail service in the Commonwealth, is seeking a Director of Engineering & Construction to lead/manage engineering, design and construction for a $4 billion program of passenger rail projects: “Transforming Rail in Virginia” (https://transformingrailva.com/).

Reporting to VPRA’s COO, this key member of the Senior Management Team will be responsible for design and construction of a complex program of track, bridge, and station projects.

S/he will also maintain positive relationships with federal, state and local agencies, planning bodies, stakeholders and private entities, including the Virginia Department of Transportation (VDOT), Virginia Railway Express, Amtrak, and USDOT/FRA. S/he must be fully knowledgeable of emerging engineering practices and technologies, and possess exceptional interpersonal, presentational, and communication skills.

  • Professional Engineer’s (P.E.) License (Virginia P.E. preferred but not required)
  • Senior management experience directing staff, consultants and contractors through engineering, final design and construction of large, complex transportation projects, including managing budgets, contracts, scheduling, project controls, risk management, scope changes, document control and closeouts.
  • Familiarity with railroad engineering and safety regulations.

TRANSIT AND PARATRANSIT/DIAL-A-RIDE OPERATIONS – 2022

The City of El Monte is soliciting proposals from qualified firms to provide transportation services. All proposals shall be for the complete management, maintenance and the operation of Fixed Route Transit and Paratransit services. The City reserves the right to award separate contracts for the operation of fixed route transit services and Dial-A-Ride services. The awarded Contractor shall begin operation services on July 1, 2022.

All proposals shall be submitted in hardcopy through the City of El Monte City Clerk’s Office at 11333 Valley Blvd, El Monte CA 91731 by 4:00 pm Pacific Time on or before November 23, 2021 for the project listed below. The Medical Academic and Scientific Community Organization, Inc., (MASCO) is seeking a response to this Request for Proposal (RFP) from qualified professional heavy duty bus rebuilding companies to provide mid-life bus rehabilitation services. The subject thirty (30) buses provide a shuttle service within Boston’s Longwood Medical and Academic Area (LMA) that consists of approximately 69,000 live service-hours spread over 10 different routes, traveling approximately 510,000 route miles annually.

The subject buses are 2014 New Flyer Xcelsior forty (40) foot diesel fueled transit buses owned by MASCO and operated and maintained by their contracted Service Provider which is currently Paul Revere Transportation LLC (PRT). MASCO’s expectation is to use this current fleet of thirty (30) buses at a minimum until mid-2029 for a fifteen (15) year service life.
