Solutient Corporation will receive sealed proposals on behalf of the River Parishes Transit Authority (RPTA) for the operation and management of the RPTA, which provides demand-response transportation service in St. Charles and St. John the Baptist Parishes, Louisiana. The contractor shall provide all personnel, computers, scheduling and dispatching software, as well as management, operation and maintenance of the RPTA Public Transportation System.

Deadline for Proposal submission is 4:30 p.m. (CT) on November 27, 2023. Service and Cost Proposal packages shall be submitted with one easily reproducible original of each, in separate, sealed envelopes labeled “Service Proposal for the RPTA” and “Cost Proposal for the RPTA” and shall be mailed or hand delivered to:

A virtual pre-proposal conference will be held on October 23, 2023. Details about the time and location are available on the RPTA website and via Solutient Corp. All questions must be submitted in writing and may be mailed or sent via fax to Ms. Thompson and received no later than 4:30 p.m. October 30, 2023.

This project is funded partly by Federal Transit Administration grants under 49 U.S.C. Secs. 5307, 5309 and 5311. All Proposals must be received on time and in compliance with all instructions contained in this RFP. The RPTA reserves the right to reject any and all Proposals, to withdraw this solicitation at any time and to waive any informality or irregularities in any of the Proposals received, and to award to the Proposer whose proposal best meet the needs of the RPTA Public Transportation System.

Notice to interested parties: The Schuylkill River Passenger Rail Authority (SRPRA) seeks a Consultant to prepare elements of a Service Development Plan (SDP) for submission to the Federal Railroad Administration (FRA). This work is fully funded by a Congressionally Mandated Grant administered by the FRA. SRPRA has an application pending with FRA to participate in its Corridor Identification and Development Program (CIDP).  If its CIDP application is accepted, the Authority may amend the contract with its selected consultant / consultant team, to complete the SDP in its entirety.
