Valley Metro is seeking a highly qualified and dynamic Chief Financial Officer (CFO) to lead, manage and direct agency-wide fiscal functions, strategic financial planning and contribute to the overall operational plan of the agency. With a core mission of “Connecting Communities and Enhancing Lives,” Valley Metro provides safe and efficient public transportation in and around Maricopa County. The CFO functionally reports to the Chief Executive Officer, and through a shared partnership to the Boards of Directors for Valley Metro RPTA and Valley Metro Rail.

The CFO is responsible for financial matters as they relate to accounting and reporting, budget management, cost-benefits analysis, forecasting, procurement and the application and allocation of regional financial resources through the Transit Life Cycle Program (TLCP). The CFO is an effective administrator, communicator, and a key member of the Valley Metro executive leadership team. In addition, the CFO is responsible for providing sound fiscal leadership and fiduciary oversight to facilitate organizational accountability, transparency, and efficiency.

The FY23 combined operating and capital budgets for the Regional Public Transportation Authority and Valley Metro Rail are $795,369,000. Funding of the agency is provided by local, regional and federal funds.  While much of the budget supports bus, rail and paratransit operations, Valley Metro is also planning, designing and building future transit corridors and delivering critical, regional services, including vanpool, customer service, marketing and fare technology upgrades.

The ideal candidate will possess a bachelor’s degree in Accounting, Business Administration, or related field required AND a minimum of ten (10) years of progressively responsible financial management experience that includes five (5) years in a senior level management role with significant responsibility for the financial affairs of a complex organization and staff. A master’s degree is desirable as well as CPA, CMA and/or CPFO certifications and experience in public agency and/or transit agency is also highly desirable.

DESCRIPTION: The New York City Transit Authority (the “Authority” or “NYCT”), a public benefit corporation organized under the Public Authorities Law of the State of New York, which for purposes hereof shall be deemed to include the Manhattan and Bronx Surface Transit Operating Authority and the Staten Island Rapid Transit Operating Authority and New York City Transit Authority, is requesting Proposals from vendors to furnish and deliver two hundred and eighty nine (289) Low-Floor 40-Foot Clean Diesel Buses on behalf of MTA Bus Company (“MTABC”) and/or two-hundred and forty-five (245) Low-Floor 60-Foot Articulated Clean Diesel Buses for NYCT with an option for up to four hundred and twenty five (425) additional Articulated Clean Diesel Buses which may be purchased at the option of the Authority for NYCT and/or on behalf of MTABC in accordance with the B40685 Contract Documents including the Technical Specifications. Valley Metro requests interested parties to submit Proposals for paratransit provider(s) to perform Operations and Maintenance services for the dedicated vehicle service delivery.

Project Overview: Valley Metro is seeking proposals for a contractor to provide ADA complementary paratransit service, and other demand response transportation for Non-ADA certified seniors over the age of 65, ADA certified persons with disabilities, and other individuals that are deemed eligible for the demand responsive services. Operations and Maintenance services include dispatching dedicated paratransit vehicles for pick-up and drop off as scheduled by the broker, hiring and training drivers, supervising the service on the street, and maintaining and cleaning of the vehicles provided by Valley Metro.
