OTE safety programs must address the protection of all roadway workers conducting work on or near the rail transit agency (RTA) rights-of-way. These programs require adherence to rules and procedures, training, qualification, regular OTE maintenance, and monitoring of OTE safety compliance. This standard incorporates all these elements and introduces a consistent approach throughout the rail transit industry.
