DOT proposes expansive program changes to their DBE program including new definitions for Transit Vehicle Manufacturers and personal net worth. Also new uniform reporting requirements including a requirement to report bidders lists.

DOT relies on the modal administrations to enforce DBE requirements. FTA enforces it through its triennial review program and specialized reviews.
Is there a cost or time impact to grantees (best estimate):
DOT estimates that many of its proposals will save time and money by simplifying the requirements. Initial reaction from APTA members is that some of the requirements are more onerous and without a clear justification for the change.
