Summary of requirement in 25 words or less:

DOT requests comment on how its regulations for conducting workplace drug and alcohol testing for the federally regulated transportation industry could be amended to allow electronic signatures on documents required under the regulations, the ability to use electronic versions of forms, and to electronically store forms and data. DOT is required by statute to amend its regulations to authorize the use of electronic signatures instead of traditional handwritten signatures executed on paper forms.

FTA has delegated authority to enforce the Department’s Drug and Alcohol Testing requirements. FTA enforces the regulations through annual reporting by transit agencies and State DOTs.


Is there a cost or time impact to grantees (best estimate):

DOT states that this regulatory action is the result of a petition for rulemaking submitted by DISA. According to DISA, moving to an electronic system will increase efficiency, reduce errors, and result in cost savings by eliminating printing costs.
